TAke the neg battery cable off and then the wires off of the sarter. then the 2 bolts that hold it on and work it down through the exhaust system.
Follow the positive battery cable from the battery down, the other end will be attached to the starter.
I think they're 14mm and i think there is 2 plus the nuts on the wires
you have to remove the starter to replace the relay and the relay cost almost as much as the whole starter so you are better off just replacing the whole starter.
The best way would be to replace the damaged panel.
The starter on a 91 Chevy cav. is located at the lower front end of the engine. You can get to it better by jacking the front of the car and attacking it from underneath.

I had to replace the ditigal cluster in my 91 Chevy S10 at the cost, brand-new, of $400.00. Mechanic charged $100 for labor.
disconnect the 91 blazer cables at the battery. One at a time, disconnect the cable at the opposite end, then pull it out. Put the new cable in, routing it the same way, then connect the non battery end. do the same for the other cable, then connect the cables to the battery.
On the drivers side of the throttle body.
In the dip stick tube in the engine bay.
