There are two different ways they did this on the 96 Grand Marquis. Some have a flasher module, about $12.00. It will be located on the left side of the dash, in the fusebox. If your car doen's have one there, the flasher is built into the lighting control module (About $325-350). That module is on the inside of the firewall, just left of the steering column. Another source of your problem could be the multifunction switch, which controls the turn signals, flashers and high/low beam switch. It's the box inside the steering column that the turn signal stalk attaches to. The turn signals and flashers portion of it has been known to go out, while everything else on it works. Replacing it is a nuisance, as the tilt lever is in the way. Good luck. Go and but a new one first. Then look for that same switch on the fusebox located under the dash on the drivers side. Simply unplug one and plug the new one in.
iT PROBABLY IS THE BULB SO SEE WHICH ONE EITHER FROMTOR REAR IS NOT BURNING AND REPLACE IT.

You should be able to go under the hood and remove a cover. This should reveal the back of the light enclosure. Just remove the bulb and replace it with a brand new one.
On a 1996 Mercury Grand Marquis the windshield washer squirter button is on the end of the turn signal lever
Three screws hold the headlight turn signal bezel onto the car. Remove those three screws and the turnsignal will pull out of the fender far enough to twist out the bulb socket.
