If you mean that you want to restart your MacBook without disks, this is quite easily done by holding done the "Ctrl" and both "Apple command" keys and hit the power button, the MacBook will restart, closing all applications. Make sure you save your work beforehand.
If you want you want to restore your MaBook, this cannot be done without your Mac OS install disk. If you do not have your Mac OS install disks and wish to restore your MacBook, you should either purchase a box set of Mac OS with your desired version or take your MacBook into an authorized Apple service centre with your original purchase documents and warranty details.
