depending on the type of engine ie. dual overhead or single cam motor. you have to align the bottom crank pulley on TDC(top dead center) most engines have a small indicator like a dot on the gear that holds the timing belt and a mark on the engine block. the upper cam will have a dot or slash mark on the cam gear which usually is lined up on a mark the engine head or backing plate behind the gear. after belt has been installed 2 revolutions of the crank should be done to verify the the crank and cam(s) are still on time before starting the motor. Note: it is crytical to obtain correct alignment of crank and cam(s) if not engine damage can occur ie; interference motor.

The only reason the timing would have jumped is if the belt has lost some teeth which it will do right before it breaks. The timing belt should be replaced before the car is driven or the motor started again. If the belt breaks while the engine is running, it can cause major damage to the head and possibly the block.
