timing does not need to be set on the 1.3l engine in model year 1999 as it is a distributor less igniton system all timing is done by the ecm
It's computer controlled. No timing adjustments are possible.

The timimg is most definetley effected by the position of the distributor. to do it easily buy a distributor style wrench. it has a big elbow in it to reach under the cap and what not. i can not tell you for certain but i believe that counter- clockwise will advance your timing and improve take off problems which i had. i just did it to my roadmaster 5.7 liter non lt1 and what a difference. loosen the bolt just engough to rotate the dist. with the car running rotate counter clockwise until you hear the engine struggle then move back about 5 degrees and this should be it. hope this helps.
You did not specify as to the year. If it does not have a distributor then the computer takes care of it.
the timing is computer controlled when there is no dist.---which became standard in 1987---previous to that you rotate the dist. and set it to the number of degrees advance that the decal under the hood says---some where around 10---the timing marks are behind the harmonic balancer (which is on the end of the crankshaft)
the timing on a '95 buick is set eletronicly. this car has no distributor, instead has an "waste spark" ignition with 3 coils that fire on command from an ignition module that the three coils are plugged into. if it is the timing belt you seek to replace then i suggest you go to your local library and look at the appropriate maintance manuel for that car. Probably a "Motors or Chilton" manuel would cover this proceedure. good luck
what timing are you trying to set? the cam timing or the ignition timing?
I'm not sure if its the same but my 86 3.8 is set at 15 deg. OTDC try a chilton's manual it should tell you
