Go into your folder that contains your mcforge.exe, ranks, properties ect and click on 'text'. Then there will be a text document called 'rules' that you can open and change.

It depends on what plugin that server is using for rules. A good idea may be to ask the admins/other players on the server. Some of the ways I have seen rules accepted: /accept /rulesaccept /acceptrules /rules accept

If it is a real emergency like you've found a grief or something that is against the server rules, some servers have a command to get a moderator or admin's help. Otherwise, you can create an account on the server's forums and speak with a moderator there, or post a thread about a problem, or maybe just talk to the moderator right on the server, if they're available.
If you want to report someone on a server for breaking the server rules, report them to one of the server admins. Most large servers also have a website or chat group. If you want to report someone directly to Mojang, do so via the Mojang Support Centre- http://help.mojang.com/. Mojang only bother with serious things like hacking or stealing passwords. Things like griefing are a server concern, not a Mojang concern.
