If this is for a 3.5L engine, after removing the 3 piece timing cover, there is a small mark over one tooth on the crankshaft timing belt pulley. turn the engine clockwise until it lines up perfectly with the mark just above it (you may have to clean the area and you will see an arrow that will point to the timing mark). This puts the #1 cylinder at Top Dead Center. Each camshaft will have a dimple on one tooth. This dimple should line up in between 2 dimples on the rear timing cover. When both camshafts line up and the crank is still in place, you should be in time. Turn the engine over (by hand)2 full turns and make sure all timing marks line up again. The tensioner can be a little tricky. Remove the 2 bolts underneath and remove tensioner to loosen belt. When replacing, compress tensioner in a vice and insert a small Allen wrench or drill bit through the hole in the housing and through the pin to keep it compressed. re-install tensioner and remove drill bit so tensioner puts tension back on belt. It must have a TIMING CHAIN because Gates ( they make timing belts etc. ) does not list a timing belt for a 1997 Dodge Intrepid 3.3 liter V6 engine

The timing can not be set manually it has to be set by the dealership through the computer.
