On my 49cc scooter engine the carburetor is found on the engine. The engine is broken down into 3 parts, the part to the left (looking at it) where the air filter is is right next to the carburetor.

check air filter.if u have a filter for the gas on the line, make sure its not clogged up
To set the carburetor on a Toyota E engine 1300, you must have the tools to open the bolts. Refer to the pictorial image from the manual to set the carburetor.
well i have my 140cc dirt bike set up with a 49cc 4 stroke ATM, and its putting i think 50 kmp. id say with the right gear ratio you might be able to get something going 70kmp, my gearing is set for 140cc, (im only hitting low end of 3rd gear- it dosent have enough torque) but yea with the right gear set up, prob 70! GL

Having water in the gas tank will work its way up to the carburetor.
Spark Plug is .043 , set up contact breaker points in distributor. Turn cam to high point. Set points at .015. Adjust automatic advance on distributor ( right or left ) until engine is running smooth. Set RPM on carburetor at 850 RPM. Unplug vaccum from distributor, plug it up. Then, set timing at 10 degrees. Tighten distributor and reinstall back vaccum. If there is a carburetor air screw, turn air screw on carburetor counter clockwise until engine RPM goes up high until it can't go any higher.
