Well, if your 2003 is like mine (and all the others i assume) then they don't turn off, they're daytime running. This is kind of a pain because i feel like i went through my bulbs faster than if they did not run all the time. And then parking/brights/dash lights can be controlled with the knob to the left of the steering wheel below the air vent (as I'm sure you already know).
If the Explorer is running engaging the parking brake is supposed to turn the daytime running lights off , otherwise the daytime running lights are supposed to shut off when the engine is shut off . I have a 2004, Eddie Bauer Explorer. On the light switch itself, there is a selection to turn on or off the day lights, as well as the extended, courtesy lights after ignition is turned off.
what do you mean interior lights dash lighs or dome light 1993 i believe have the sensor when it gets dark lighs come on automatically and dont shut off unless vehicle is off
That's an usual fault but suspect CIM
brake lights say lit after ignition has been shut off. lights shut off after hitting the brakes.

Is hitting your key in the ignition and it's turning the key to the off position.. Most stupid thing SAAB ever did was put key ignition in the middle of the to front seats.
If your 2003 has features similar to my 2000, all the lights shut off with the key. The manufacturer has supplied a switch on top of the steering column to activate the parking lights when you are, well, parked. Check to see if that switch is turned on. --Ken
