The only way I know would be to find the source of the chirp, and disconnect the device.
The programmable horn chirp (at least on the 2002 Malibu) can be disabled by pressing and holding either of the door lock switches in the unlock position for 10 seconds, with the ignition on and all of the doors closed. When you hear the horn chirp, programming is complete. To reactivate, repeat the procedure.
If there is a touch pad on the drivers door then it has keyless entry.

I'd try reprogramming the the remote. You should have instructions with in your users manual. If that doesn't work you might need a new keyless remote.

One reason that your keyless entry may not work is that the battery is dead, take it an auto parts store and have the keyless entry battery replaced. If that does not fix it you will need to take it to the dealer to have the keyless entry reprogrammed.
