How do you slow a bad oil leak around the timing belt housing for a Honda accord ex?

You can buy an additive to put into your oil to slow the leak. "Lucas" brand products has something for this I believe. If it is a bad leak you should remove the crankshaft pulley and take off the cover and see where the oil is coming from. You might have to replace your crankshaft seal (big job).
