This is how I would solve it. ..the Philippines is located extremely well for shipping. Subic Bay and the Old Clark AFB (If rebuilt) can be an excellent port for commerce and a fantastic resort location. The beaches are beatiful, the fishing fantastic and the population is hard working. Build Resorts and save for an eye to shipping commerce. Easily Billions can be made yearly.
