Just start it as you normally would. If the new fuel pump was installed properly and there were no other problems with the engine, it should start after turning over for a few seconds. It'll take a few revolutions of the starter for the new pump to build up some pressure in the line.

Float level to HIGH, Needle and seat not installed correct are damaged. Carburetor not CLEANED correct. Fuel pressure to high. That engine should only have 6 to 9 lbs. of fuel pressure.
