I don't know since I have the same issue that I am working on. Will attempt a start this afternoon. My Volvo 2002 has not been started for 12 years and I went thru a process of determining what should be done. This is what I've done:
- Pulled tank and cleaned all the gunk out of it. Reinstalled and put new fuel in.
- Replace all filters as well as the water impeller. (make sure you fill filters with fuel)
- Fresh oil
- clean and oil air filter (engine needs clean air, fuel)
Will crank engine with engine stop pulled and with decompression level on.

Most diesel engines are hard to start when it is cold. Plugging the diesel engine block heater in will help the engine start.

The 2002 should be the same engine as my 2000. Pull off the plastic cover over the top of the engine. There will be a canister with a black plastic lid sitting in the center of the engine towards the back. Make sure that you put the o-ring in the right direction or you will have diesel all over the place when you start it.

Not really. You could start over and redesign an engine to be able to run on diesel but it would be completely different from the original.
