You can download the manual for you car at http://www.chrysler.com/en/owners/manuals/ To disable the horn chip, follow the instructions on page 24 of your manual: # Press the LOCK button on your key for 4-10 ten seconds and then, while still holding LOCK, press the PANIC button # Release both buttons at the same time. # The horn chirp should now be deactivated. Repeat these steps to reactivate it.

Basically there are 2 ways.1.Disconnect the horn or 2.In the center of steering wheel,under the cover, there is what is called the clock spring.Probably has gone bad.
A loose wire or a blown fuse would.
Fuse, bad horn, loose wire, bad horn switch, or loose ground at the horn. Check the fuse, apply 12 volts directly to the horn, tighten the horn bracket, check the wiring, and this will eliminate 4 possibilities.
I had that issue with my Cavalier and it turned out to be a fuel pump problem. I would check with your local mechanic.
Have you operated teh drivers door lock manually with the key?
Hi, I had this problem on a 2000 Alero. Had to disconnect the battery to shut it up. G.M. replaced the horn relay to aleviate the problem. Duke
My first step would be to check for a blown fuse. Then the second step is to check the horn relay. It's on the drivers side under the dash, behind the fuse panel. You probably have to unscrew the plastic under dash panels under the steering column to get at it.
