That's how dogs interact with other dogs. Kind of like you going to a tavern looking for love. You have to put them on a leash, walk briskly, and hold his head up high. Give the leash a little jerk when he is getting distracted. Do not stop and let him be the pack leader. He stops when YOU want to stop. When YOU feel it is time to start walking again, you walk. keep your head up high when you walk. If you look down when you walk, the dog will read you as insecure and feel that he must be in charge. One more thing, keep the leash right behind his ears. You will have the most controll when it is in that position.

∙ 13y agoTraining, always take a puppy to the same spot and give the "go potty" command. Your dog may need training if he wasn't traiined as a puppy. Where is he supposed to pee.
