We use foam rubber to stop condesation of water from the surface of pipe.

NO!! It's the other way around!! Condensation is from Water Vapour --> Liquid Water

Condensation is the 'condensing of water/water vapor already within your car. Caulking the windshield, inside or out, will NOT stop condensation. To reduce the water droplets/condensation on the windows inside your car, turn on the air conditioning system and/or slightly open a rear window for better air flow.

insulate and use ice...or bury in the ground and seal.
The pips in a steam heating system need to be insulated to prevent condensation. Condensation can lead to mold and or freezing of the steam pipes in the winter.
Maybe the water is condensation coming off of the roof? If there are water pipes nearby, is one leaking?
