Most likely it's a faulty fuel pump. It's probably worn enough that the moving parts require more force to turn, resulting in a higher current draw that blows the fuse.
The headlights of a Ford Windstar may have problems going on if they are burnt out or if there is a wiring problem. Blowing a headlight fuse will also lead to both lights not working.
An electrical short between the fuse and your fuel pump, I would replace the fuel pump first..
Same problem with my 1998 Windstar. Fuel pump fuse blowing every 15 or 20 miles. Before I spent a cent on it, other then a pack of fuses, I loosened the fuel cap heard a big whoosh of air and that fixed the problem, no more blown fuses. Seemed that the vent was not working and was creating a vacuum in the tank which was overworking the fuel pump and blowing the fuse...I hope this saves a few bucks for everyone.
According to the 2001 Ford Windstar Owner Guide ( fuse # 21 ) is NOT USED in the fuse panel in the passenger compartment
The Onboard Diagnostics Tool or ODBII for the 1999 Ford Windstar does require a fuse which is listed on the fuse chart of the Ford Windstar owners manual.
In a 2002 Ford Windstar : ( # 17 ) is a 20 amp fuse for the cigarette lighter / powerpoint and the Datalink connector
On a 1998 Ford Windstar : ( # 16 / 20 amp )
On a 2003 Ford Windstar fuse ( # 17 ) is a 20 amp fuse for the Datalink Connector , Cigarette lighter / Powerpoint
One fuse protects the instrument cluster (all the gauges). It should be a 5 or 7.5 amp mini fuse located in the inside fuse center. If the fuel gauge is the only gauge not working, it's not the fuse.

The fuel pump is shorting out and that is why the ecm fuse is blowing .Disconnect the the fuel pump and try it again,if the fuse blow's again then it is not the fuel pump.
