It is on top of the fuel tank, you can get to it by removing the bak seat.
My 97 has pre tensioners. I see no reason for the 99 to not have it. Do you mean the seat belt has an automatic retracton? If so, the answer is yes.
What kind of seat belt system do you have? Check your seat belt system, as my escort does this occassionally and it has to do with the seat belts not working properly.
Sorry, the only way is to replace the assembly. Ususally the track tape strips out. If you here the motor running, but the belt doesn't move, and there is a grinding noise, the track assembly needs to be replaced. It's stripped out.
Just yank it, but use care not to break the clips.
it does not have one it is a fusealbe link wire under you hood.
