Most browsers come installed with a pop up blocker these days. AOL, MSN and Netscape 8 browsers as well as Chrome all come with some kind of pop up blocker installed.

You can go to your settings and block your pop-ups.
It all depends on the website and whether you have an anti-virus on your computer or not. but mostly, just to be safe, I wouldn't run programs like that. Once I searched "Dora" on google, and I clicked it to enlarge it and more and more of that window kept poping up and if I closed one, they would just keep poping up so Be careful!

It can be malware, you have use one of malware removers. Some programs such as anti viruses and firewalls pop up when you start your computer. Most of those good programs do not have a feature to stop poping up. If you do not need that program try to disable it using Win+R->msconfig->Boot. OR you can go to the all programs selection called "START UP" and delete programs off the lsit to keep them from popping up when the account starts
