You are allowed exactly two party members in "action zones / missions " (I.E. Everywhere except the Normandy)
At the beginning of each mission you see a menu showing the silhouettes of each of your available party members (Garrus, Liara, Wrex, etc.) at this menu push the X button to highlight two party members, and then press the A button. A prompt will appear confirming your selection.
