Disconnect the - battery cable
Raise and support vehicle
Diconnect the wiring harness at the top of startetr
Remove mounting bolts
Remove starter
Would be freakin nice if you said what side the starter is on you puke!Remove upper upper mounting bolt and nut. Raise and support front of vehicle. Remove lower mounting bolt and remove starter.

The starter cut-off relay disconnects the (electric) starter of an engine from the battery in case the voltage drops too low, for on low voltage to starter won't turn anyway (since the starter battery is probably low/ruined and cannot deliver the necessary currents for starting the engine anyway).
It's quite a process that shouldn't be attempted without the factory service manual. Basically, you need to remove the intake manifold to get to the starter. After the intake is off, it's easy to do. But the factory service manual would have all the info you need to safely and correctly remove the intake without damaging any of the delicate fuel injection parts.
Yes, a starter solenoid can drain a battery. When a starter solenoid is not working properly it can actually keep rotating the starter after the car's ignition is turned off. Since it requires a battery to actuate the starter, the battery will eventually be drained of power.
wires on the starter are criss crossed
The timing belt on a 1991 Plymouth Acclaim is replaced by removing the engine accessories, removing the timing cover, and taking pressure off the idler pulley. The belt can then be slipped off the sprockets, a new belt put in place, and the tension restored.
Remove fuel filler cap - turn on ignition and listen for "hum" Check fuel pressure - with key on engine off should read 23-31 psi.
What solonoid?? If it is the starter solnoid, you have to take the starter off.

Once the cause of the code is repaired the light will turn itself off. You need to have a trained technician check and repair the system.
