It isn't possible to do the way that you are describing because of technical differences between the landline phone network and the cellphone network. It should be possible, and I don't understand why no one has made something to do this, but it wouldn't be simple. If you want wireless internet access on your laptop through your cell phone, try Verizon's broadband service.
