First you have to take off the side panels (the ones that have the air port in them that feed air into the door vents), those just pop off. There will be one screw in each side, take those out. The wood trim pops off. Then there are some bolts underneath the dash that need to be removed to get the dash off. The first couple that come to mind are the ones underneath the glove box door.
The fuse box for a 1998 Buick Park Avenue is located just below the dash near the driver's side floor board. It houses most of the essential fuses required to operate the vehicle.
There are two hidden screws in each of the air vents. After these are removed there are more obvious ones under the dash that need to be removed as well. Hope you find all of them.

I found the display on my brothers Buick not working. i disassembled the control panel. inside there are three resistors that had bad solder joints on them and had started to burn the circuit board. i cleaned them up and soldered them. display came back on and the fan controls now work.
