Probably either under vehicle or at the passenger side shock tower - follow fuel line from tank
in the truck under the carpet you can see the fuel pump hose or line. if you were to follow that you might find if.
you need a fuel line disconnect tool and then you just remove the lines and push them onto the new filter. The filter is under the passenger side of the car, near the door, mounted inside a bracket

Either that or put a rag around the fitting you are loostening to keep from spraying fuel all over the place.
it depends on the manufacter date. 5-3-99 had a fuel regulator with a fuel return, after 5-3-99, no fuel regulator, returnless fuel system. if it is flooding, look at the fuel pressure sensor bolted on before the injection rail, fuel line go's to it and has one vacuum line and one plug in.

The fuel filter is located behind a metal bracket under the Pass Side Door and along the unibody structure. There is a worm clamp that ties the filter to the bracket. You will need a fuel line removal tool to push back the ears in the end of the line to remove it from the filter. Jeff
