Depends on a lot of factors such as make/model and year of the vehicle you are referring to, whether or not it has anti-theft system, cruise control, airbags, etc. It can be very involved if not downright impossible on some makes and models.

Also be aware of possible voiding manufacturer's warranties and possibly compromising safety features on the vehicle. Pulling a steering wheel It may not even be allowed in some states with some makes/models (you should check on these things before doing anything like this.)

The only time I ever pulled steering wheels was on a '68 charger and a '75 van back in the 70s. I had to reroute the horn and had to rent a steering wheel puller in both cases. Even with simple steering like on these two vehicles, it was still a lot of work and barely worth the trouble to do.
