Remove the 2 thumb screws that hold the headlight in place
Take the light assy off of the car and the bulb screws in from the rear.
I have Park Ave. It may be the same. I removed the headlight assy and then had adequate access to change the side bulbs. This assy can be removed by removing two thumbscrews. Hope this is the same for you.
The horn location for a 1999 Buick Park Avenue is along the front of the engine compartment, near the right headlight. It is directed outward to help the sound travel further.
Remove headlight assembly to access bulb/socket.
If it is like my '92 Buick. there are two large thumb screws on top of the assy. Remove those and the entire unit can be lifted out and worked on. This will also let you get access to the smaller lights in that area. Hope this helps.
Remove the 2 thumb screws that hold the headlight in, then pull it towards the front of the car, give it a good tug they tend to stick, but be careful not to break it or rip the wires!

just in front of the air intake on the 92 park avenue supercharged model not sure on the standard 3.8 liter
On my 92 PA, they were fight on top of the head light assy. They are about the size of a quarter and are made out of plastic.
undo the 2 star screws on the top of each of the lamps. then pull straight out
If you are referring to the front side ones, you need to remove the entire headlight assy to get at it. There are two thumb screws that can be easily removed to do this without changing the head light alignment afterward. This will allow you to replace the bad bulb.
