you must breed a female bulbasaur with a male Pokemon that knows leaf storm,power whip,or skull bash. It cant learn all three moves in gen.4 but it can learn leaf storm and power whip in gen.5.
You will need to use a female Bulbasaur/Ivysaur/Venusaur that knows Leaf Storm and then you can use males of either Tangela, Lickitung, Carnivine, Tangrowth, Bellsprout or Victreebel that knows Power Ship and then you can put them into the Daycare and if you get an egg from the Daycare Man then it will result into an egg that will hatch into a Bulbasaur that knows Power Ship and if you're playing X, Y, Omega Ruby or Alpha Sapphire then Bulbasaur will also keep Leaf Storm in its move pool as well.

In Pokemon X and Y, Bulbasaur can learn Gig Drain and Leaf Storm a couple different ways. You can either teach them through HMs, or allow the pokemon to level up enough to learn the abilities.

First off the difficulty has to be on normal or higher. Next if you are trying to get the first skull on storm then you can not destroy any of the wraiths or the skull will vanish but you can destroy the anti air.

Well, Snivy has a pretty shallow movepool. Go for Leaf Storm and Leaf Blade because those are two strong STAB moves. Then give it Coil or Growth (Growth for Leaf Storm). The fourth move should be Hidden Power (Ice) or something with good coverage.
