Start by checking the selenoid switch - you take a heavy wire or screwdriver and put across the two main connections for the main wire and if it doesn't turn over then, try putting the booster cables from a good battery - put ground on the body of the starter and the positive on the post where the wire is hooked on, if it doesn't turn over then your brushes maybe bad or if someone has hit it with a hammer or hard object you may have smashed the magnets inside it. In which case you will have to get new magnets, brushes or a new starter.
