I am not sure how to do it, permanently, but while the car is off, set the parking brake. Then the daytime lights will not come on until the parking brake is released. Probably not what you were looking for though.
Look in the glove box and find the fuse... I took out the fuse in my 98 Prix and the daytime running lights are off. I can use my park lights now... Much better... Good luck

Yep,I have an '00 Grand Prix,pull the "DRL" 10 amp fuse and that's it,looks sweet!

I believe most GM cars the daytime running lights can be turned off by applying the parking brake.

The Grand Prix models come with daytime running lights so they are on during the day, but the regular lights are controlled by a sensor and are set to come on in dusk conditions automatically and off when daylight is sufficient.
