It will depend on the operating system and what camera related software is installed on the machine. Vendors Dell install their own video and photo capture software which can be accessed through the Start ->Programs. In Windows XP, go to control panel and then scanners and cameras option can be used to setup a USB or integrated PC/web cam. You can also use Windows Movie Maker and select capture video option and it will start showing all the cameras connected to the machine. You can also use applications like Yahoo messenger to see and share video through your internal or USB web cam.

∙ 11y agoThe only way to Completely turn it off is to uninstall or disable the device driver. To do this go to the control panel. Select device manager. Find your webcam device right click it and either select disable. or uninstall device driver.
