The DRL module is ON by default. Unless someone modified your van, it should be ON.
The sensor for telling if it is day or night is in the top center of the dash.

If you are trying to do this during the day the ambient light sensor tells the car that drl needs to be on. If you are doing it at night then either your sensor or bcm is bad. Go to ez performance and get their gm drl delete switch.
