There are many possible reasons. One reason is that your phone service provider decided to add a 1 before the area code on your caller ID.Another is the Caller ID was spoofed to prevent call-backs.Finally, if the only thing on Caller ID is 155 (in other words, that's the whole number), that could be the caller's extension.

if you mean unblock it with the PUK code, no you should just ring up your service provider and they will give you the code. if you have had the sim blocked on purpose (if it was stolen or lost) you should just ring the phone company and they'll unblock it for free

There is no area code 000 in any country on earth. 000 sometimes shows up as the area code on a local call within the same area code. It can also show up if mangled or falsified Caller ID data is transmitted.
There is no area code 140 in North America (USA, Canada, etc.).If area code 140 is appearing on your caller ID display, there are several possibilities:The caller is using equipment that has been "accidentally misprogrammed" (cough, cough) to send invalid caller ID data.The caller's legitimate caller ID data got mangled somewhere along the wire to your phone.The call is coming from somewhere outside the United States, causing the number to be truncated or mangled on the caller ID display.
Different countries use different codes. Also, it's not clear what you mean by "call blocker." In the US and Canada, you dial *67 (or 1167) to block your Caller ID on a per-call basis, or dial *82 (or 1182) to unblock Caller ID on a per-call basis. In the UK and Ireland, you dial 141 to block Caller ID, or 1470 to unblock, on a per-call basis. Other countries use different codes.
I am not sure, if the number displayed is a valid call ID number, but Caller ID displays the phone number of the person who made the call to you including the area code and phone number. From this you an identify the person calling you. If you have a phone book system in the phone and you have saved phone numbers with names, some phones will display name of the person from the address book when the caller id matches the stored number. Some times the number displayed on caller ID is not a standard phone number. Some of these calls may be from a VOIP service or from some customer service call centers (internal on the service provider network) or when the caller ID is masked by the caller or caller's network service provider. - Neeraj Sharma
