Why is sewer water coming out of a pipe in your backyard?

A 3 or 4 inch pipe sticking straight up out of the ground? This is the clean out for the sewer line. If sewage is coming out of it, this means the sewer line is clogged or collapsed from there to the main city sewer. If you have a septic tank, the tank is full and needs to be pumped out.

How to tell if the leak on your yard is yours or if the city is responsible for the leak?

Turn off any faucets or other water inside your house. If the meter is still running, there is a leak on your dime. Normally the city's responsibility stops at the curb. Leaks in a homeowner's yard are the homeowners problem. Rarely there are city owned water or sewer mains crossing the homeowners property. If one of those leaks, it's a city problem.

Why would a basement floor drain bubble up water when the water is turned on upstairs or the toilet is flushed upstairs?

It is quite possible that your main pipe to the city sewer system has become blocked somewhere between the basement floor drain and the man city sewer line. Could be a result of items flushed down the toilet(s), or damaged pipes as a result of age, tree roots searching for water, etc. Suggest having your main access to the city sewer system checked by camera.

Where does a sewer drain lead to?

The sewer line in the house runs underground to the street and empties into a larger pipe. That pipe runs to the treatment plant which can be many miles away. There the sewage is treated and the water is put into a stream, river or the ocean.

The toilet and bath are cloged- took the cap off the tube outside and toiledt water gushed out. how do i fix this?

If you are on city sewer, the line to the sewer is either clogged or collapsed. You will need to have a plumber check it out. If you are on a septic tank, it may be full and need to be pumped out.
