If you can get the update, it should show up under Settings>About phone>System Updates (Or something along those lines). If there is an update available, your phone would send you a notification.
If you haven't got, or can't find the update yet, this could be happening for two potential reasons.
One: 4.4 simply isn't available on your device yet
Two: Your device may be outdated
The first Xperia model to run the Android system was the Xperia X10 by Sony Ericsson.
As far as I know, the Sony Xperia Arc upgraded only to Android 4.0 (Ice Cream Sandwich). You would have to flash a custom ROM to get Jelly Bean.
