I think that the best tool for you is just the Magic Wand tool (default key W), which can select areas with a certain colour. Make sure that the tolerance is lower (3-10) for a single exact colour, or higher (20+) for a large group of colours
Erases part s of image based on color range. When you click on part of image this tool will erase all portions of image with similar color levels. This tool is most useful for removing parts of pictures with solid color. See related link.
The erase tool in Photoshop will allow a person to remove parts of a photo. Also using the select tool and then clicking Delete will remove part of the photo.

There is no eyelash tool in Photoshop, but you can create a preset paintbrush so you'll only have to design them once.
When you select the erase tool, have your first color as the color you want to erase. Than right-click and hold, moving the mouse along the line/whatever you want to erase. All other colors will stay there.
