I guess the first question is what are you writing a design brief for?
What I do first is Google "design brief template" and see if anyone has a template.
Contact your industry association or industry body.
As the designer if they have a template / format they want the information in.
Find competitive suppliers and ask them for their brief template.
Secondly I would go to job sites such as Odesk or Elance or 99Designs and I would try and find briefs others have written for a similar design.
In terms of what goes into a design brief I would start with a background, what is the purpose of the design, who the target market is, where the design will be used, what is the final outcome you are looking for ? eg a website selling abc product to xyz target customers that can do this this and this...
I would include specifics about colours (colour codes pms reference or internet colour reference)
Include the size, dimensions etc
Then I would also include examples of similar finished designs - so if you want a website or webpage design brief, go and find websites you like even if that site has nothing to do with your product/service and highlight to the designer things you like eg button colour, navigation layout, the way a slider works, social media buttons, the font, the way pictures are outlined. This will give the designer a much better idea of what you like and want.
Lastly I would consider the background of the designer and try and find a designer whose work you like by looking at their portfolio. For example in my personal experience if you want a design targeting women I have found that male designers I have used tend to produce more angular designs vs female designers. This is a bit generalisation but its an example. Again in my personal experience Indian designers tend to use more colours because there culture is more colourful - I'm absolutely not saying don't use an indian designers or male designers can't create a design targeted at women, but I am saying just consider who the design is for and pick a designer that has designed in a style that you like - that's all.
The more specific you brief the better the result you will get.
