Think of a story first, beginning, middle, ending. When you know what you want to happen, start with deciding how many pages you wanna have. For your first manga, don't start off with too many or a too big story. Instead, have 20-45 pages, and a story that can fit that number of pages.
Plan your pages (ex. on p. 1-2 the main character will be introduced, on 3-5 we'll see a bit of her/his home/school, on 6 the best friend will come in... etc.)
Start sketching. Be careful with the measurements. In this stage, use only a normal lead pencil, eraser, and ruler. Don't forget to draw the speech balloons!
Time to start inking. You can use markers, ink and comic pen, colored pencils, a computer software (like photoshop for example), or any other way you want.
You can use comic tones if you want, but I can't help you with that one since I've never tried it myself.
Ok, the last step is to put in all the text, all dialouges, monolouges, thoughts, sounds, or whatever texts you want to put in. Notice that this is the very last step, even though you should have planned the text from the very beginning, or at least when you sketched your comic.
