The place to start will be by doing research. Look at the laws in Europe limiting who was allowed to have arms, and look for laws in the US. Justification was given that the laws were created to "keep guns out of the wrong hands". At different times, the "wrong hands" have belonged to Native Americans, slaves, immigrants, free blacks, etc. Look up the 1934 Gun Control Act, the Sullivan Act, and the 1968 Gun Control Act. A couple of the most recent have been the NY Safe Act, and the acts passed in Colorado last year. At State and federal levels, it is estimated that there several THOUSAND laws. My copy of "State Gun Laws and Ordinances" published by the Bureau of Alcohol, Tobacco, Firearms and Explosives is over an inch thick. Happy research.
