There are forms that you can fill out by your Recruiting Officer and your CO will need to sign them and you can also write a letter of Intent: Sample of Letter: Address it to your commanding officer.

Be direct and to the point. Military letters do not use salutations such as " Dear Mr. or ":Dear Captain---" nor to they use "Sincerely yours"in closing and they use a 'subject line before they start the letter.' *** Submit at least 5 extra copies. The Army like any Armed Forces can be hard nosed for a purpose and your request may be denied.

Interstate Transfer is a moot point - there is no Interstate Transfer in the Army Reserve - there is only unit transfer. The Army Reserve is completely federal, and not delegated to individual states in any way. You would have to get a conditional discharge from the National Guard, then enlist into the Army Reserve.
