there's a drain plug on the bottom front corner of the trany clossest to the motor.
takes 3 qts. i just did mine today. must use Honda trany fluid. i don't know if and where the filter is. buy the Haynes book if no one else answers your question. I'm not familiar with sideways motors, or Hondas.

On a 1998 Honda Civic there is a transmission drain bolt located on the bottom of the housing. Loosen the bolt and drain all of the old fluid. Using Honda ATF fluid top off the transmission.

A 1989 Honda Civic did not make use of a transmission fluid dipstick. Instead there are two bolts available. A filler bolt and a drain bolt.
Did you use genuine Honda ATF DW-1 transmission fluid. If not then that is the problem. Drain the fluid and use the correct fluid.

I recommend only Honda genuine Z1. About 3.5 quarts on a drain and fill
The service on that vehicle is very easy. On the bottom of the transmission there is a drain plug. Pull that plug out and wait for the fluid to drain completly. Reinstall the plug and fill with HONDA transmission fluid that you buy from the dealer. the filter is not serviceable on this vehicle so dont worry about it.
