by changing the temperature and volume of air in the balloon - using a gas burner to heat the air makes the ballon rise - to descend air is let out of the balloon making it heavier - the ballon can stay up as long as there is gas to heat the air (as eventually the air will cool to the outside air temperature) - so flying a balloon is a balance between heating the air and letting air out - horizontal speed and direction is contolled by finding an altitude that has wind blowing in the direction you want to go
A balloonist controls the balloon's altitude by adjusting the temperature inside the envelope. By heating the air with burners, the balloon rises, and by allowing the air to cool, the balloon descends. Additionally, the balloonist can control horizontal movement by finding winds blowing in different directions at varying altitudes.

They can drop weight over the side, increase the hot air volume, or both. A hot air balloon will rise when its buoyancy exceeds its weight. So the balloonist can increase the buoyancy by increasing the amount of hot air contained in the balloon. Or they can simply reduce the weight of the balloon, including the gondola, its contents, and contained hot air.
It does not rise or fall. It is an imaginary line.
