They don't, but they usually puff it up by making all the hairs stand on end. They also puff up their back hair, too, and stand sort of sideways. This is all meant to make them look bigger.

When humans get scared, they also feel 'their hair stand on end' as the hair muscles tighten up but we've lost most of our hair so it's kind of useless. Just a left-over reaction.
