This question refers to the legislative procedure. At the American federal level a law in first introduced to Congress. Once Congress has passed the law it moves to the Senate. Once both houses agree to the laws language it moves to the president for signing or veto.

The bill is discussed at the respective committee of the lower body of federal legislative and it is sent to Congress for voting. The bill after passing by congress is sent to respective committee of the senate. The Senate passes the bill and send to the President . President may sign the bill or may send it back for any revisions. The bill becomes a Law after it is signed by the President .
