It is 1 less. Stupid. Just kidding, remember what does the p stand for in pH? POWER of hydronium. PH is -log[H3O+], so a decrease would mean a higher concentration of Hydronium. Remember it's a logarithmic scale, so a change of 1 means a change of 10 times.

pH is a log function and this is important to understand. a pH of 5 is ten times acidic than a pH of 6 and vise versa.
