Not exactly sure because I myself have never been on welfare but I have a couple friends that have needed it in the past and they just went down to there local family community services agency to apply.
Unless there were extenuating circumstances such as excessive assets, other income, etc. most people would be able to apply for welfare, who were unemployed, etc. You would need to contact the Human Resources ,or its equivalent in your state, to find out what programs are available to you.
