Cyber bullying can be done through many things: text messages, instant messenger, email, online websites and other technology related items. Threats are a form of cyberbullying and so is name calling. If the person tells the bully to stop and the bully does not it is an offence.
A stronger, most likeley dominant person likes to pick on the weak ones by judging them. Then because they don't have the guts to do it face to face, torments them. Also, it's worse because then other people join in and they don't have to worry about getting in trouble because technically, they can say that they didn't do anything. Most victims of cyber-bullying delete the messages, so when it becomes very serious, they have no proof. If it can be avoided, avoid it, at all costs.
