When lactose is present, the gene is turned on and makes the protein beta-galactosidase which breaks down lactose, which is then used as food for the bacterial cell. When lactose is absent, the gene is turned off and the protein isn't made, so the cell doesn't waste energy making a protein that isn't needed.
