They are able to see where all the planes are. They can guide the pilots of the planes and tell them where to land and when to. They can tell them when the air is really busy, and when there is no one in the air.
Space born radar is radar located on a space vehicle, often term a non air breather. Implementation of Synthetic Aperture Radar (SAR) and Inverse SAR (ISAR) are common
it is the only suitable shape to travel at more than mach speed.
Time - Radar can take up to 2 seconds to lock onRadar has wide beam spread (50 ft diameter over 200 ft range)Cannot track if deceleration is greater than one mph/secondLarge targets close to radar can saturate receiverHand-held modulation can falsify readingsMore interference sources
We're assuming that the question refers to a speed radar gun, and not to a Doppler weather radar, FAA air-route surveillance radar, or military radar. Get a microwave source that runs on 13 volts and radiates at 10.525 GHz. Connect it to your car's electrical system and mount it behind the front grill. Speed radars will not be able to get a reading from the front, and they'll be effectively jammed. The operator will stop you to see what you've got going. Hopefully, he'll ticket you for interfering with local traffic regulation, and then send your ID to the FCC, who will fine you for operating an unlicensed RF transmitting source. And that's how you do it.

Air Traffic Control radar service is typically terminated once an aircraft exits controlled airspace or when the service is no longer needed, such as after landing at an airport. Pilots will be advised by controllers when radar service is being terminated.
National Air Traffic Controllers Association was created in 1987.
Any controller that covers that particular airport, or if they are VFR "Flight Following", whatever radar controller that covers that area. In other words, helicopters are controlled by the same Air Traffic Controllers as normal traffic.

President Reagan stated that the air traffic controllers did not have the right to strike. Federal members of the Professional Air Traffic Controllers Organization went on strike in 1981 violating a federal law prohibiting government unions from striking. President Reagan stated that if the air traffic controllers "do not report for work within 48 hours, they have forfeited their jobs and will be terminated." When they did not return to work, President Reagan carried out his threat. He fired 11,345 striking air traffic controllers who had ignored his order. He used supervisors and military controllers to handle the nation's commercial air traffic until new controllers could be hired and trained.

President Reagan busted the air traffic controllers union, not the pilots union. Chances are, ATC will be gone eventually. Nothing lasts forever. NASA is working on a "Highway in the sky" to get rid of most controllers known as EN ROUTE controllers. As for major airports, ATC should still be around to work Control Towers and Approach control as well as Radar Final Controllers as many planes aren't always capable to utilize an ILS. So when the weather goes bad, pilots should still be thanking Air Traffic Controllers... But my guess is 200 years before they are completely wiped out.
