There is nobody ruling Islam but there is Shariah (Islamic law) that Muslims around the world adhere to.
personally i don't feel that the shariah law is out of date in the western society as Muslims still practice and follow their lives by it. However some say that the shariah law is out of date in the western society as women are now in-dependent and are not punished if they leave their partner as opposed to how it would be if the shariah law was followed through in the western society.

It depends upon scholarly interpretations of the Shariah. The Shariah is not one, unchanging thing made of steel. It is a general guide. Then, it is up to scholars to interpret it. The fundamentals of Islam never change; but there is flexibility in the application of some principles.
Islamic Law, or Shariah must be applied in any Islamic state. Nowadays there is no Islamic state, just countries where the Constitution and the laws are more or less inspired from the Shariah. All the countries that have Muslim population as a majority have altered laws from the Shariah. People tend to think that all the laws of a country where there are Muslims are "Islamic", but they are wrong.
